While many characters speak of Soa's will, there are only a few verified instances of Soa taking action: descending from heaven to sow the Divine Tree, granting a strong urge to destroy and little intelligence to the Dragons, and reducing the intelligence of the 108th species. Soa's actions imply that they likely manipulated many forms of life produced by the Divine Tree. The consequences of these changes are the basis for the various interpretations of Soa's intentions.
