The Hooded Man is a veiled figure in collaboration with Sandora. As the raid on Seles comes to a close, they inform the Great Commander that it is Emperor Doel's command to take one of the survivors, Shana, into custody. When the commander asks about her, he is told that it is not his concern.

When the Hooded Man returns to Hellena Prison, he is confronted by the head warden Fruegel. He tells the warden that the world's future rests on the survivor they took into custody. Fruegel is dissatisfied with the lack of specifics. The Hooded Man says nothing more needs to be conveyed, and that those who don't understand should just follow orders. Fruegel grows impatient, proclaiming that only His Majesty, Doel, can order him. The Hooded Man is unfazed, reminding the warden with a pointed sword that no harm may come to her or it'll cost more than his head; a message from Doel himself. Fruegel turns away in frustration.
