Fletz is the capital city of Tiberoa, located in the southern region. It borders the Aquaria Coral Reef, and includes a harbor for ships. The city's architecture is made up of white and blue marble-like buildings; the blue marble usually starting at the bottom and becoming completely white at further increasing levels of the buildings. The Twin Castle is located further north into the city, which includes two large towers. One tower is called the Tower of Moon, while the other is the Tower of Stars. They both act as quarters for each of the princesses of Tiberoa. King Zior is the ruler of the region.
Story
Dart and friends find themselves venturing into the country of Tiberoa, starting in the gorgeous capital, Fletz. Here, they explore the city and learn that the once beloved Princess, Emille, has been acting strangely for the past six months. The once graceful and kind young woman is now lackadaisical and rude to her subjects. Putting this information on the "back burner", they continue searching for answers concerning Lloyd and his whereabouts. They encounter the eccentric scholar, Fester, after speaking to a worker in the bar by the name of Kaffi. Fester provides some knowledge about "The Moon that Never Sets" and its role in their culture before abruptly leaving to instruct the younger Princess, Lisa, in Astronomy. The party then venture back out into the capital city for answers to no avail. They spend the night hosted by local man, Nello, who has ideas for the "Green Party" and bringing more vegetation back to the land. In the morning, the group decides that Lloyd has not been here and venture out to the northeast, past the "Barrens" to the next town of Donau.
