Situated on the southwestern coast of Serdio, Kazas is the capital of the imperial nation of Sandora. The town houses nervous residents and fearful revolutionaries, while the Black Castle holds the greatest powers of the Sandoran military. All of this sits squarely in the grasp of Emperor Doel.
Story
Dart and company arrive in Kazas to discover that it is currently in a state of civil grief. Along the main thoroughfare, Sandoran soldiers are on patrol, opportunistic mercenaries enlisting for Sandora change their mind when they realize that the status quo in the war is changing, civilians complain about their government in "griping rooms" (rooms falsely promised to be impervious to eavesdropping), and a Sandoran soldier takes from the weapon shop a Mysterious Adventurer lying about having defeated the dragon Feyrbrand and peddling a feather purported to be able to weaken dragons. Despite being Sandoran, many Kazas residents seem to lament the capture of Bale and Basil's apparent imminent defeat.

Naturally, the party's objective, the Black Castle, is too heavily defended to approach from the main gate. Albert suggests looking for alternative entry, which leads the team to an old wooden fortress built into a cliff face that has been salvaged by displaced civilians and converted into a habitable slum. The investigation pays off when they discover Popo, a child representative of the New Serdio Party, which is an activism organization dedicated to helping people who have been disenfranchised by the war.
Popo offers to induct Dart and Albert into the New Serdio Party but tests them with a battery of ethical questions first. To begin, Popo asks about whether Basil or Sandora ought to win the war, which Dart answers by saying that victory is not a priority as long as the war ends quickly. Next, Popo asks about the role of children in war, and Dart explains that it is inappropriate to send children into combat, so they are most useful just staying at home so that fighters have something to return to. Finally, Popo asks for the purpose of fighting. Dart declares that to fight is to protect and that he will discard his sword before he fights for gain or destruction.
Upon answering to the boy's satisfaction, Albert introduces himself as the king of Basil, and Popo rejoices that he has come to liberate Kazas. Later in a strategic meeting, Popo reveals that the fortress contains a secret route into the Black Castle. After Dart and the others prepare, Popo takes them to an underground shaft and wishes them good luck. They successfully infiltrate the Black Castle via a series of tunnels.

Collectibles
There are six pieces of stardust in Kazas. Three are in the buildings along the main street just inside the city, and three are scattered among the rooms of the fortress. The Twister Glaive, a weapon for Albert, is in a chest in a home on the right side of the main street. The Heat Blade, a weapon for Dart, is available for purchase at the Weapon Shop. These weapons deal Wind and Fire damage respectively, making them very strong against enemies of their opposing elements, Earth and Water.

Trivia
- Although Popo considers Basil to be an incorrect answer when he asks Dart about which side should win the war, Popo's remarks about Albert liberating Kazas imply that he prefers Basil to win.
- Upon speaking to many NPCs, they do not appear to be concerned about expressing to Dart, a stranger, how sympathetic they are to Basil and King Albert and how critical they are of Imperial Sandora and Emperor Doel.
