Bale is the capital of Basil. It is located at the northern end of Serdio. The buildings are mostly brick and clay, reminiscent of European renaissance styles. The streets are bustling with people, and many types of service can be found there. Indels Castle is located in the western part of the city, its elegant spires rising from the waterways below. Indels Castle is the seat of the Basil government headed by King Albert.
Story
Dart, Lavitz, and Shana arrive in Bale following their escape from Hellena Prison with urgency. Lavitz even eschews visiting his mother, prioritizing his responsibility to report to King Albert. The trio makes its way through the city to Indels Castle. Upon presenting themselves in the throne room, Albert expresses his relief for Lavitz's return. Minister Noish points out that Albert was so overcome with worry that it was distracting him from his political duties. Lavitz reports on the destruction of his knighthood and recounts his experience in Hellena Prison. Albert offers Dart a favor in exchange for helping Lavitz, which Dart immediately capitalizes on by asking Albert to lodge Shana in Indels Castle for protection against Sandora. Shana protests, saying she wants to continue journeying with Dart. Albert informs Dart he cannot fulfill the request as not even the castle is safe from Sandora due to their use of a Dragon in battle. Dart warns Shana that their journey may become more dangerous, but Shana is content to stay with him.

With that settled, Dart asks Minister Noish for information about the Black Monster. Minister Noish notes that all records about the Black Monster were lost to fire, so little is known about him. According to Minister Noish, the Black Monster is a "devil that disobeyed the great existence," it "devoured the god," and it first appeared 11,000 years ago after the Dragon Campaign ended. Not having any further information about the Black Monster, Noish instead tells Dart about the Dragon Campaign, a military conflict 11,000 years earlier in which humans, championed by Emperor Diaz and seven "incarnations of dragons," revolted against their Wingly oppressors and won their independence.
The discussion is interrupted by a Praetorian of Basil who enters the throne room to inform Albert that a war meeting is convening. Albert offers Dart and Shana the hospitality of Indels Castle. Shana decides to take a look at Bale from a balcony, and Dart follows.
On the balcony, Dart and Shana wonder about the current state of Seles. They are joined by Lavitz, who overhears their conversation and assures them that his aide reported that Seles is mostly safe. He also informs them that intelligence indicates that Sandora is mobilizing the Dragon to attack Hoax and that he is being dispatched to defend it. Dart becomes distraught, regrettably remarking that he has "lived only for himself." He announces his intent to go with Lavitz in order to defend innocent people from harm. Questioned by Lavitz about his quest for the Black Monster, Dart says that ending the war is more important. Shana agrees. Moved by their determination, Lavitz suggests preparing for the trip and invites them to meet his mother.
The party heads back through the city to a district called Slambert Plaza, named after Lavitz's father, where they visit the Slambert residence. Lavitz's mother welcomes him home, relieved to see him after an extended absence. Lavitz gives an explanation omitting his detention at Hellena Prison. Dart tries to bring it up, but Shana and Lavitz stop him in order to avoid upsetting the knight's mother.
Now noticing Shana, Lavitz' mother rejoices to see that Lavitz has brought a bride home with him. Dart may either disapprove or encourage this idea, but either way, Lavitz rectifies the mistake by saying that Shana is Dart's girlfriend. Shana willingly goes along with Lavitz' explanation while Dart does so reluctantly. Lavitz' mother apologizes for the misunderstanding and asks Lavitz to find a wife. She also implores Lavitz to stay home for the night, but he declines, citing the urgency with which he must report to Hoax. At his mother's behest, he agrees to at least stay for lunch. Shana volunteers to help cook.
In the meanwhile, Lavitz takes Dart on a tour of the house. Of note is a knick on a doorframe that Dart mistakes for Lavitz having swung a sword, but Lavitz clarifies that he measured his height when he was young. Dart teases that he cannot imagine Lavitz as a child. Another point of interest is the library where Lavitz offers to show Dart his "treasure," which turns out to be a marvelous view of Indels Castle from a rooftop accessible via a window. Lavitz reminisces about his father and his desire to follow in his footsteps as an admired knight. He compares his passion for protecting the people of Basil to the passion Dart must have felt when he raided Hellena in order to rescue Shana.
Shana calls to them to announce that lunch is ready. Lavitz jokes that "the princess needs us." Before he goes, Dart muses to himself that Shana is more like a baby sister than a princess.
After lunch, Lavitz compliments his mother's cooking and notes to the party that they have to prepare for Hoax. If the party decides to tell Lavitz's mother that they are ready to leave, she again suggests that they stay for the night, asks if they have everything, and offers Lavitz his favorite jerky. Lavitz rejects the jerky but gives his mother a hug for luck. If Lavitz accepts his mother's offer to stay the night after all, Dart and Shana leave for bed while Lavitz decides to take the jerky much to her delight.
As they leave Bale, a woman, Martel, bumps into Dart. An argument about whose fault it is ensues with Shana loudly defending Dart, provoking Martel's baby to cry. Martel asks Shana to be quieter, and Shana apologizes. Martel attempts to soothe her baby as she rushes off. The party is confused as to what happened but continues on to Hoax.

Trivia
- A merchant comments that it is impossible to travel to or trade with the City of Lohan because Marsa Road is closed.
- Lavitz's mother will have different dialogue if the party leaves without spending the night. Normally she mentions having another meal again, but instead will say that although she knows he doesn't wish to worry her, she wishes Lavitz would visit more often.
