Story Revelations (Spoilers)
In Deningrad, Rose is the first to mention the staff- stating it would be needed to fight the Divine Dragon. While initially planning to ask Queen Theresa for help locating it, Rose turns her question to Meru whose loud reaction inadvertently exposes her knowledge. Meru reveals that she believes the staff to be located in the Forest of Winglies.

History
In the Forest of Winglies, Ancestor Blano concedes that Winglies can no longer master the staff but believes that Dragoons might be able. Revealing the staff is sealed in the ruins of Kadessa, now simply referred to as the Forbidden Land, he states that, "There is still some magic power left. And it attracts monsters." Whether he was referring to the ruins or the staff is unclear.
This staff has been passed down through generations of Winglies. It is said to have kept the Divine Dragon sealed for over 10,000 years. At some point before or after that, it was hidden in the former Wingly capital Kadessa - now known as the Forbidden Land.

In a room within Kadessa, the staff is found upside down and embedded in the ceiling. Miranda notes that it seems small, but Rose rebuts that the size of an object doesn't correlate to its magical power. When Meru flies up and pulls at the staff, a large section of the rocky ceiling dislodges itself and flips over to reveal the powerful guardian Grand Jewel. After the party defeats the guardian, the staff descends slowly and is claimed by the party.
With the Divine Dragon free from its magical prison in Mortal Dragon Mountain, Dart and company think about how to defeat the Dragon before it can cause more damage. The staff's possible whereabouts are revealed by Meru, who believes it is located in the Forest of Winglies. Miranda joins the group to ensure the party is capable of handling the job, and they go to the Evergreen Forest. To the north, a secret path is revealed whereby Meru is confirmed to be a Wingly.

The party arrives in the Wingly Forest, met with immediate hostility. They plea for support, and by order of Ancestor Blano are permitted to enter. Arriving near the top of the village, the group speaks with Blano asking for his support against the Divine Dragon. He reveals that he knew they were coming, admitting that the times won't leave Winglies alone. Blano states that both parties must combine their strengths to overcome the Divine Dragon, or no one will survive. Winglies can no longer master the staff, but it is believed that Dragoons may be able to use it.He reveals that the Dragon Buster is lost, but that the Dragon Block Staff is still safe and accounted for. Despite some difficulty with the teleportation system, Blano and several Winglies channel their magic so that the party can retrieve the staff.

Having been sealed in the ruins of Kadessa, the Dragon Block Staff is protected by a magical guardian. The party navigates the grand ruins, eventually arriving in a special chamber. The staff appears to be embedded in a large, rocky formation of some kind. She goes on to convey that the Divine Dragon was sealed because it could not be tamed nor killed. Meru proceeds to retrieve the staff, when a sudden rumbling shakes the area violently. Dart and the party steel themselves, charging into battle. Dart uses the Dragon Block Staff right away, limiting the Dragon's power (and that of Dragoons). Despite the Dragon already being weakened by Lloyd as well as the staff, the battle is quite difficult. The Dragon Block Staff is one of two magical Wingly artifacts created during the Dragon Campaign to combat Dragons and Dragoons, the other being the Dragon Buster. Said to have kept the Divine Dragon sealed for over 10,000 years, the staff can diminish the power of all nearby Dragons and Dragoons. Dart and company are on a quest to retrieve it in hopes of stopping the Dragon's attacks.

Meru reveals that she believes the staff to be located in the Forest of Winglies.

And it attracts monsters." In the Mountain of Mortal Dragon, Dart throws the Dragon Block Staff upon entering combat with the Divine Dragon. It suppresses the power of Dragons and Dragoons for the entirety of the battle, but shatters in the process.

Combat

While the Dragon Block Staff diminishes the offensive power of Dragoons and Dragons, its exact effect varies among the battles it appears. The staff does not reduce Dragoon spells which only heal or apply defensive effects.

Grand Jewel

If a Dragoon is present in the battle during its turn, the Grand Jewel will activate the Dragon Block Staff. After use, Dragoons deal 10% damage and receive 10x damage until the Grand Jewel takes 3 turns.

Divine Dragon

At the start of battle Dart will activate the Dragon Block Staff causing it to shatter. Until the battle ends: Dragoons deal 40% damage and receive 4x damage. Despite the descriptive text stating otherwise, this effect only applies to the Divine Dragon narratively and not mechanically. From this, it can be inferred that its base stats reflect its weakened state.

Melbu Frahma

While not strictly in possession of the staff, Melbu Frahma can use a visually identical ability in his 4th form if targeted by a Dragoon spell. This effect is also identical to the Grand Jewel's variant: Dragoons deal 10% damage and receive 10x damage until Melbu Frahma takes 3 turns.
